Ability to add and reorder filter and order settings in dial list builder (enhancement)

Supervisor changes

Previously, a supervisor could only add a filter or order by field at the end of the list while creating or editing a dial list. If the supervisor had to add one of the filter or order by fields before the last, they had to remove all the filter or order by fields created after it and recreate the rest.

This version provides add, move up, and move down buttons next to each filter and order by field. The supervisor can now easily modify and reorder their filters and orders.
